Northrop Grumman Tactical Space Systems seeks to fill a Manager Level 1 Software Assurance position that will oversee Dulles, VA and Gilbert, AZ Software Assurance teams. This is a dual role encompassing both functional management of Software Assurance personnel and technical Software Assurance performance within a program. The qualified applicant will become part of Tactical Space Systems - Safety and Mission Assurance department with management split between Dulles, VA. And Gilbert AZ. We are looking for a high-caliber individual with related experience that will define and monitor software assurance multi-programs specifications and processes to ensure product quality compliance, and mission success of programs.
Responsibilities:
The Software Assurance (SWA) Manager role is a dual-role responsible that includes functional management of the SWA team, individual quality contributor with SWA technical responsibilities on program(s). In addition to being a part of the management team for the Safety and Mission Assurance department, the SWA Manager will also support contracts through all program cycles including Control Systems Engineering, Spacecraft Integration and Testing, and Mission Operations.
The SWA Manager will be the functional management point of contact for an assigned staff of 5-12 engineers. Functional responsibilities include:
- Meeting regularly with the SWA staff for career development, employee engagement, mentoring and coaching discussions
- Assist employees in preparing performance goals, provide career guidance and counsel employees on their performance as needed
- Coordinate with programs and senior functional management on staffing, recruiting, training, preparing, and delivering performance evaluations of employees, evaluating/recommending employees for promotions, evaluating salaries and coordinating on potential adjustments
- Coordinate with programs to ensure appropriate staffing/de-staffing actions are developed and executed relative to program needs, and coordinate employee movement between programs
- Work with senior functional management and human resource business partners to mediate and resolve personnel issues

In a technical role, the SWA Manager will define and monitor software assurance standards, specifications, and processes to ensure accurate implementation and software mission success of programs. Through quality metrics analysis, assesses program software performance and risks, and determines resources to ensure product quality and customer satisfaction.
SWA Manager ensures compliance and supports improvement of the Quality Management System (QMS) software and firmware related standards. This may include but is not limited to AS9100, CMMI, Lean, and Agile methods. Related technical areas such as internal and external program compliance audits, Nonconformance and Noncompliance oversight and management, Root Cause investigations, and Corrective / Preventive action implementation and verification.
The position requires experience with AS9100 QMS, CMMI and Agile methodologies. Some of the immediate technical responsibilities are:
- Must be able to review contracts, extract compliance requirements and guide SWA engineers on developing and successfully implement assurance tasks in alignment with contractual and internal tailored process requirements
- Able to define course of actions needed to product problem and noncompliance, while providing recommendations for resolutions and successful implementations
- Capable of reviewing data, developing, and analyzing quality metrics; develop reports and present technical data in front of upper management. Monitor process and product compliance trends and develop preventive actions to ensure continuous compliance and maintain product quality
- Recommend experience with process development, implementation, and continuous improvement activities
- Able to assess contractual requirement, and lead process tailoring, implementing selected software methodology (Lean, 6 Sigma, CMMI, Agile, etc.), while maintaining contractual and standard compliance
- Must possess the ability to work with and provide guidance to others including interfacing with varying levels of functional and program management and customers
The candidate must work well in a team environment. Work experience with aerospace, military or commercial-based quality management systems that includes rigorous standards is a plus. Must be able to support tasks on site, travel when required, and pass a background investigation.
Basic Qualifications:
- Bachelor’s degree in related STEM field and 8+ years of work experience in one or more of those related areas: Software assurance, mission assurance, software development, software release and test process, systems engineering, program management.
- Ability to obtain Top Secret/SCI clearance
- U.S. citizen
- Experienced generating basis of estimates
- Demonstrate knowledge of software development life cycle and methods
- Strong technical experience solving complex problems without appreciable directions
- Basic experience in root cause and corrective action investigations
- Strong communication and conflict resolution skills
Preferred Qualifications:
- Active TS/SCI clearance
- Previous experience managing a team of engineers
- Demonstrate ability to evaluate technical software products
- Experience supporting an Agile and/pr DevOps software development environment
- Experience using Jira, Confluecne, BitBucket, Unix, Linux, C++, Java
- AS9100 auditing experience and/or auditor training
- Working knowledge of SAFe
Gilbert AZ salary range: 101,000-142,900
Dulles VA salary range: 118,000-167,000
Salary Range: $101,000 - $167,000
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidates experience, education, skills and current spanet conditions.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
