The Collins Mission Systems Organization has an immediate opportunity for a Senior Program Manager. This position will support the Starburst program in the Battle Management, Command & Control and Autonomy (BMC2A) and Tactical Intelligence, Surveillance and Reconnaissance (TISR) organization. The Starburst program’s mission is to provide world class classified compartmented Enterprise COTS IT networks and systems to Department of Defense (DoD) customers. Program excellence is achieved through all phases of life cycle management with a Agile systems engineering workforce dedicated to modernization of cybersecurity solutions, integration of new software capabilities and the sustainment of existing systems.

This position is located onsite in Largo, FL. Relocation is available for qualified candidates.

What You Will Do:

  • Provide leadership, direction, and implementation management for local and remote teams
  • Support all phases of the program life cycle from proposal through implementation to contract closure
  • Travel, up to 20, to participate in domestic business engagements with customers, partners, and teammates
  • Set program priorities, resolve conflicts and barriers, implement gates and major reviews with the customer
  • Manage cost, schedule, scope, operational security and customer interface activities
  • Primary point of contact with the customer/External customer satisfaction
  • Meet contractual requirements and manage customer expectations
  • Conduct periodic meetings with the customer for program reviews
  • Achieve Annual Operating Plan financial commitments including bookings, sales, margin, cash flow and accurate forecasting of monthly performance
  • Plan work effectively to meet program requirements
  • Hold Integrated Product Teams (IPTs) and Control Account Manager (CAMs) accountable for execution of tasks, including identification of recovery plans as needed
  • Conduct internal reviews, e.g. Gate Reviews / plans in accordance with internal policies and procedures
  • Establish and maintain a risk and opportunity management program
  • Lead pursuit and proposal activities; develop change proposals and lead negotiation teams
  • Manage cost, schedule and performance for complex development and production programs and proposals
  • Experience driving cross functional teams delivering to stringent timelines, while still being able to manage effective relationships

Qualifications You Must Have:

  • Typically requires a degree in Science, Technology, Engineering or Mathematics (STEM) and minimum 10 years prior relevant experience or an Advanced Degree in a related field and minimum 7 years of experience or in absence of a degree, 14 years of relevant experience
  • The ability to obtain and maintain a U.S. government issued TS/SCI security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance 
  • 10 years minimum experience in Program Management or a relevant discipline (such as Project Management, Supply Chain Ownership, Material Program Management, Cost Account Manager or Integrated Product Team Lead)
  • Experience implementing Earned Value and Risk and Opportunity management practices
  • Experience leading cross-functional teams supporting sustainment and software modernization
  • Experience managing and working within an Enterprise DoD IT production program/environment
  • Executing sustainment/modernization activities to include: COTS integration, cybersecurity, software development, test, and releasing baseline updates through an agile release train
  • Knowledgeable of Agile engineering and integrated program/financial management techniques
  • Experience with PMX Tools application tying engineering activities to integrated schedule and cost metrics

Qualifications We Prefer:

  • Current/Active DOD TS/SCI security clearance
  • Experience engaging and reporting at the executive stakeholder level
  • Experienced leader competencies, emphasis on influential communications with Government customers, strategic thinking, cultivating innovation, collaboration, developing talent, customer focus, and driving results
  • Demonstrated results creating and maintaining strong executive level relationships with suppliers, customers, government representatives and internal peers
  • Ability to influence on-contract growth opportunities and recognize adjacent business development leads

The salary range for this role is 124,000 USD - 250,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
