We are seeking an onsite Program Quality Lead to support the Land & Air Defense Systems (LADS) , Product Support (PS) business, involving depot repair and maintenance services, logistics and asset management, for more than 30+ programs within the Global Patriot, Command, Control, Communication & Sensors (C3S) and Missile Airborne & Sea power programs. The successful candidate will ensure the programs meet all quality and mission assurance requirements in coordination with functional integrated Product Teams (IPT).
This is an “onsite” role at Ft Bliss in El Paso, Texas.
What You Will Do:
- Conduct independent reviews and assessment of program performance, including proposals, lesson learned, production and programmatic (cost, schedule, quality, EACs and ROs) practices, assuring Quality Management System processes are defined, implemented and maintained.
- Interface with the program teams, customers, and cross-functional organizations, aiding technical quality performance and ensuring compliance with Raytheon procedures and contractual requirements.
- Provide program directions to ensure quality tasking is accomplished within budget, on time and as defined in program planning.
- Support program planning activities such as contract flow down, proposals, BOE writing, EAC, budget, program tailoring, conducting/supporting audits, and providing metrics.
- Communicate program goals, targets, requirements and customer feedback to other QA disciplines, and cross-functional program teammates.
- Drive continuous improvement activities at both the program and organizational levels using Customer Oriented Result and Excellence (CORE) and continuous improvement tools.
- Monitor/lead root cause corrective action (RCCA) activities for systemic issues and to ensure effective RCCA.
- Act as the voice of the customer to assure mission results.
- Accountable in resolution of customer expectations and relationships related to Mission Assurance and Quality.
- Develop partnerships with Program teams, IPTs, and other functions to drive issue resolution and implement improved processes.
Qualifications You Must Have:
- Typically requires a bachelor’s degree in Science, Technology, Engineering or Mathematics (STEM) and eight (8) years of Quality engineering experience in the following areas:
- Work and/or auditing experience with Quality Management Systems such as IS0 9001, AS9100.
- Failure and root cause analysis, corrective and preventative actions.
- Proposals, BOE, EAC, Budget management.
- Use of SAP/PRISM, ALCS, RCAS tools.
- Experience in a Quality function and leading in a matrix organization

Qualifications We Prefer:
- Working experience using resources such as 5S, Root Cause, Process Mapping, Lean Six Sigma (6Sigma).
- Earn Value Management (EVM) certification.
- Experience with Contracts, Statement of Work (SOW), Supplier Corrective Action Requests (SCAR), Knowledge of Purchase Order Quality Requirements (Q-Notes, STAMP).
- Experience in contract flow and compliance to ensure full compliance.
- Experience creating relationships with program management, cross-functional teams, customers, and government representatives.
- Experience writing reports and presenting to key stakeholders.
- Experience supporting proposal activities, writing Basis of Estimates.
- Experience using Microsoft Office, Word, Excel, PowerPoint, and Teams.

The salary range for this role is 101,000 USD - 203,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
