Description:Lockheed Martin (LM) is seeking an Associate Program Manager (APM) to support the Middle East and North Africa (MENA) PAC-3 Senior Program Manager by facilitating the planning and coordination of all PAC-3 activities in Qatar. This effort spans across all elements of the product lifecycle from supporting capture efforts and development through production and sustainment activities. Most PAC-3 international cases are Foreign Military Sales (FMS); however, there may be current or future Direct Commercial Sale (DCS) aspects.

In this position you will focus on near-term efforts related to Qatar’s fielded hardware. This position will also support Sustainment areas of focus, which currently include planning and coordinating the next 15 years of Missile Segment Enhancement (MSE) Recertification projects. You will assist Qatar with hardware logistics via in-country, regular coordination, as well as, through import/export for Repair and Return (R&R) items.

In this position, you will regularly engage with US Government (USG) agencies and personnel (SHIELD, SAMD, USASAC, DSCA, etc.), as well as, Foreign (Government, Military and Civilian) personnel. The successful candidate will also coordinate internally with the broader Lockheed Martin team, to include LM IAMD International Business Development (IBD), LM Middle East (LMME) personnel in Qatar and UAE, as well as all Continental United States (CONUS) PAC-3 program and functional directorates.

The expectation for a candidate in this role is to remain in role for at least 2-3 years living in Qatar. This role will require this candidate to relocate and live in-country.

What You Will Be Doing

  • Function successfully as the primary liaison between the PAC-3 Senior MENA Program Manager, the Partner Nation, other contractor and subcontractor entities (RTX, Boeing, etc.), and the LM PAC-3 International Program Office.
  • Immediately establish and maintain regular communication with appropriate in-country stakeholders to remain apprised of any hardware, operational, or sustainment (i.e., deliveries and spare parts) or maintenance issues experienced by the Partner Nation; expedite coordination for immediate issue resolution and solutions.
  • Contribute and influence joint development of requirements, Statements of Work (SOWs), planning, and execution of PAC-3 sustainment concepts and plans while identifying and seeking new business opportunities.
  • Support any needed in-country coordination of activities in support of the PAC-3 Field Service Representatives (FSRs), Program and Executive leadership visits, new site coordination, base access passes and permits, travel routes, missile inspections, system deliveries, and logistics support for hardware needed from the customer’s supply system.
  • Assist PAC-3 Field Service Representatives (FSRs) to build and sustain effective customer relationships at all levels.

Basic Qualifications:
  • Must have an active Final Secret Clearance
  • Willingness to live in Qatar, as a U.S. Expatriate, with regular travel throughout the Middle East region and to/from the US for the contractual duration period

    Desired Skills:
  • Previous experience working with USG agencies, specifically the SAMD and SHIELD organizations
  • Knowledgeable on International Traffic in Arms Regulations (ITAR)
  • Experience with Integrated Master Schedules, Integrated Baseline Reviews, and utilizing EVMS as a management tool
  • Experience with subcontracts and management of subcontractors / contracts
  • Familiarity with general Air and Missile Defense systems and the PAC-3 / Patriot weapon system
  • Logistics and Sustainment Experience
  • Basic knowledge of Middle East and Qatar specific cultural norms, regional experience (basic understanding of Arabic a plus)
    Security Clearance Statement: This position requires a government security clearance, you must be a US Citizen for consideration.

    Work Schedules: Lockheed Martin supports a variety of alternate work schedules that provide additional flexibility to our employees. Schedules range from standard 40 hours over a five day work week while others may be condensed. These condensed schedules provide employees with additional time away from the office and are in addition to our Paid Time off benefits.
