Job Description:

The Program Manager plans, directs, controls, and monitors large (+75M) programs and supports the program to ensure satisfactory completion of the program objectives.

  • Manage the program operations and day to day tasks across all sites.
  • Manage long term program actives to achieve performance and mission success.
  • Coordinate with Government representatives to provide information and services per the Contract
  • Serves as the Regional Maintenance Manager with responsibility for planning, managing, and directing the activities of the aviation maintenance mission which include repair, rebuild, fabrication, and/or modification of major end items and secondary items (e.g. engines, transmissions, rotor heads, Flexible Engine Test Stands (FEDS), rotor blades associated with complex rotary wing aircraft systems) for the supported units within area of operations.
  • Interfaces with supported unit’s maintenance manager, Company Commanders, and Government staff to balance priorities and workload according to mission requirements.
  • Uses extensive knowledge of rotary wing aviation maintenance, back shop operations, and procedures in the U.S. Army and Host environment to independently coordinate and integrate contractor personnel to accomplish the PWS Aviation Sustainment mission.
  • Acts as regional focal point for rotary wing aviation support and is responsible for managing the maintenance and repair of aircraft weapon systems and its engines, airframes and components in an efficient and effective manner and for resolving problems or notifying government withing its directed mission.
  • Plans, schedules and coordinates work operations for accomplishment by contractor personnel assigned to the activity within schedules and priorities established. Analyzes work schedules, determines manpower, equipment and material requirements taking into consideration the occupations involved, availability of manpower and equipment, deadlines and other work projects assigned.
  • Rearranges work schedules and locations to accommodate mission readiness requirements or lack of required parts and equipment.
  • Meets with management officials and Government representatives on a regular basis to provide information regarding progress on projects, discuss issues and recommend solutions to resolve problems. Schedules meetings to keep abreast of accomplishing schedules within appropriate time frames, manpower and materials problems, etc. Coordinates with appropriate personnel to provide information or to obtain required support services such as facilities, security, transportation, etc.
  • Attends process reviews, meetings, etc., making needed technical contributions for the implementation of policies, procedures, and techniques which will satisfy operational requirements.
  • Provides formal and informal status of assigned projects to support new programs and other data of interest to the Government.

  • Manage the program to ensure fulfillment of large contract (+75M) obligations including cost, quality and schedules while maintaining company profit motives.
  • Act as a point-of-contact for all matters relating to the assigned contract for representative between government personnel and Amentum management team.
  • Coordinate and/or approve local operating and personnel actions, policies, and procedures within the generalized framework of overall corporate guidelines.
  • Ensure adherence to established standards of individual performances and site discipline.
  • Manage monetary resources in such a manner to keep the contract within budget guidelines and meet all DynCorp budget objectives.
  • Manage, Meet, and Maintain customer performance expectations with regard to complex requirements and contractual obligations.
  • Maintain a high degree of customer satisfaction by quality performance and best-return for their investment.
  • Effectively manage relationships with customers and vendors.
  • Support new business development by leading proposal development.
  • Perform other qualified duties as required.
  • Able to understand and manage all aspects of complex programs with multiple sites, large inventories, and a diverse workforce.
  • Excellent communication, effective leadership, and interpersonal skills.
  • Extensive knowledge of Department of Defense/Department of State, United States government structure and agency procedures and policies.
  • Ability to identify and develop potential new business opportunities.
  • Knowledge of contract specific discipline (such as logistics, maintenance, etc.)
  • Knowledge of various computer skills desirable (ex:  Excel, Word, PowerPoint, etc.).
  • Additional knowledge/skills may be required by contract or assignment.

Minimum Requirements:

  • Must have at least ten years of aviation maintenance experience.
  • Must have five years of supervisory experience.
  • Must have three years of US Army aviation maintenance experience.
  • Must have two years of US Army aviation maintenance supervisory experience.
  • Must have at least three years of program management experience in aviation maintenance operations.
  • Must have at least three years of program management experience with an international scope (such as Europe, Asia, South America, Africa, or Southwest Asia).
  • Must possess planning/organizing skills and must be able to work under deadlines. Varies by assignment.
  • Passport required for OCONUS travel.
  • Must be able to travel as required for OCONUS programs (Korea/Australia, etc.)
  • Must be able to relocate to Hawaii to manage program.

Clearance Requirements:

  • Must be able to obtain and maintain a NACI(T1) Public Trust Security Clearance. Must be able to obtain and maintain facility credentials/authorization. US Citizenship is required for facility credentials/authorization to work at this facility.

Physical Requirements:

  • While performing the duties of this job, the employee is regularly required to stand.
  • Constant sitting while using the computer terminal.
  • The employee frequently is required to walk
  • Must be able to walk and stand on level and/or inclined surfaces for extended periods throughout the day.
  • Must be able to climb stairs, ramps, ladders, and work stands.
  • May be exposed to extreme noise from turbine and jet engine aircraft or operating equipment.
  • May be exposed to fumes or airborne particles; may be exposed to electrical shock hazards or work near moving mechanical parts, vehicles, or aircraft. 
  • Must be able to type using a standard keyboard to communicate through e-mail and various software applications.
  • Typical office environment with no unusual hazards
  • Occasional lifting to 20 pounds
  • Constant use of sight abilities while reviewing documents
  • Constant use of speech/hearing abilities for communication
  • Constant mental alertness
