Job Description:
The Material Program Manager (MPM) is the liaison between the Program office and the rest of Supply chain. The MPM is responsible for ensuring that programs operate compliance, in terms of Supply Chain processes, and that program requirements are flowed down and met by the supply base and financial commitments are met.

Responsibilities include including proposal support, development and execution of program strategies, monitoring and assisting procurement & subcontracts in execution, reporting to the program office on all procurement / subcontract status & issues, and have budgetary / EAC responsibility for procurement and subcontracts. This includes developing risk and opportunity management plans that support the overall program profitability, and timeliness of receipts to support financial objectives. In this role, the MPM works closely with program peers across the functions (Engineering, Operations, Quality, Finance, Contracts, etc) to ensure there is alignment and resolution of issues that arise during execution.

The successful candidate will demonstrate project management, strong communication and critical thinking skills, and be a self-starter, capable of developing and achieving organizational and program goals with minimal supervision. Responsibilities span from new business capture activities through contract closure.

Responsibilities include, but are not limited to:

  • Developing & executing supply chain strategies and plans for the program(s).
  • Providing comprehensive Supply Chain support through the program life & ensuring compliance for the programs and tailoring when applicable.
  • Overall ownership of supply chain processes including supplier performance, metrics, international issues, Make/Buy Where plan, strategic agreements, and communication of customer flow through requirements such as FAR/DFARS, ITAR, offset, public law, quality, warranty, etc.
  • Developing & guiding supply chain proposal activities including task descriptions and bases of estimates
  • Developing & executing risk/opportunity plans to meet program targets
  • Identifying & developing opportunities for small business participation
  • Monitoring & proactively addressing performance & financial metrics, including those related to cost, schedule, quality, & EVMS.
  • Acting as the Control Account Manager (CAM) for material & supply chain labor.
  • Flowing down Supplier Management Best Practices to suppliers which include risk mitigation & subcontract organization plans.
Required Skills:

  • Minimum 6 years directly related work experience in Supply Chain or related work experience.
  • Knowledge of end-to-end supply chain processes and systems including proposal and pre-award support, material procurement, material / program supply chain management, subcontract management, negotiations, logistics, material control, risk management and asset management.
  • Ability to manage programs including those with material and services content.
  • Excellent risk management methodologies and problem resolution techniques.
  • The ability to understand and evaluate end and intermediate customer proposal and prime contract requirements including analysis of Statements of Work, deliverable requirements, schedules and contractual flowdowns
  • Understanding of government regulations (ie: FAR / DFARS, ITAR / EAR, TINA, etc.)
  • Familiarity with the requirements and employment of various contact types including fixed price, cost, incentive and IDIQ.
  • Experience complying with industry standards such as AS9100, TS16949, etc.
  • Experience in process-driven and regulation-driven industry. Competency understanding learning/applying processes.
  • Ability to actively contribute to the development of Supply Chain program strategies.
  • Ability to effectively work in an Integrated Product Team (IPT) environment.
  • Excellent interpersonal, presentation, written and oral communication skills.
  • Negotiation skills including negotiations of terms and conditions
  • High proficiency in Microsoft Office (Word, Excel, PowerPoint). Specifically for Excel, high competency with VLOOKUPs, pivot tables, and manipulation of data.
  • U.S. Citizenship status is required as this position will require the ability to access US only data systems, & may need a U.S. Secret Security Clearance within 1 year of start date
Desired Skills:

  • Previous Procurement/Subcontracts/Contracts/Program Management/Budgetary management experience
  • Experience with SAP & the Supply Chain suite of resources
  • Technical knowledge of related hardware applications, as well as knowledge of operational and manufacturing processes (assembly, integration, and test)
  • Experience developing statements of work (SOW) that are complete and conform to program requirements
  • Demonstrated results using continuous improvement processes
Required Education:

  • Bachelors Degree in Business Mgmt., Engineering, Industrial Management, Supply Chain Mgmt., Operations, Finance or another related field.
Desired Education:

  • Masters Degree (MA, MS, MBA) or equivalent.
