Job Summary:
This opportunity is for a Material Program Manager (MPM) who is responsible for the overall execution of sustainment type contracts. The role will be focused on supporting the Sustainment division of the Advanced Sensors Programs (ASP) portfolio, reporting up through the Naval Power (NP) Strategic Business Unit (SBU) and will be located in Plano, Texas.
In this highly visible role, the selected candidate will be the bridge that links the Supply Chain and Program teams; responsible for managing materials, non-recurring expenses/ engineering (NRE), obsolescence studies and other strategic initiatives provided by and with key suppliers within the Naval Power portfolio.
This MPM is responsible for shaping, developing, and executing the strategies and objectives of the sustainment line by meeting cost, quality, and schedule targets; and ensuring that products are delivered on time to the end customer. The role requires interface with the sustainment, development and production teams within the portfolio, therefore the selected individual must have strengths in the ability to collaborate, influence, and frequently communicate with Program Management, Supply Chain, Finance, Engineering, various departments within the Factory organization, Contracts, Customers, and other support functions to ensure the rapidly shifting sustainment requirements, material challenges, and competing priorities are effectively highlighted and successfully managed.
This position involves capital, Internal/Independent Research and Development (IRAD), and manufacturing key technologies while focusing heavily on strategies to transfer follow-on business to the customer. Further responsibilities include developing and communicating strategy and tactics to reduce cost, improve quality, increase performance and reliability, and improve overall support of product(s) to meet fleet sustainment needs.
What You Will Do:
- Establish and execute Program Supply Chain Strategy: Front End of the Business (FEOTB) management to help establish and execute key deliverables
- Focal point program interface for Supply Chain to Programs
- Translate and flow down Customer & Program contractual requirements
- Ensure executable schedules are loaded to Materials Requirements Planning (MRP)
- Establish and manage material/supply chain budgets
- Risk Management
- Accurate material forecasts
- Costed Bill of Materials (BOM) is maintained and accurate
- Support for all Program RTX Lifecycle Planning Management (RLPM) formerly Integrated Production Development System (IPDS) Gates
- New Product Development Support
Strategic Responsibilities:
- Annual Operating Plan (AOP)planning
- Define program supply chain 5-year roadmap and ensure communication with planning, procurement and sourcing leads Sales and Operations Planning (S&OP)
- Proposal strategy development, in conjunction with Proposal MPM
- Support Customer contract negotiations for material content
- Strategic sourcing cycles
- Support negotiation strategies and support formal negotiations (Price, Delivery, scope, Terms & Conditions).
- Perform price and cost analysis techniques in support of proposals
- Nurture professional business relationships with first tier subcontractors
- Working with Procurement and operations on Supplier Transition to Sustainment
Tactical Responsibilities:
- Development of MPS at Gate 2/3; Responsible for developing Gate 4 / 4.5 / 5 supply chain content; Complete MPP at Gate 5,
- SC Metrics reporting for SBU: Overall ownership of the supplier and finance management process (i.e., Risk/Opportunity, Line of Balance, Metrics, Material sales forecasts
- Ensure accurate forecast/demand is loaded and provide support to monthly S&OP reviews
- Overall ownership of the supplier and finance management process (i.e., Risk/Opportunity, Line of Balance, Metrics, Material sales forecasts)
- Supplier Performance Based Payment (PBP) Management working with Procurement /finance
- Consolidated Risks & Opportunities (R&Os) for supply chain
- Assist procurement with supplier Request for Proposals / Quotes (RFP’s / RFQ’s)
- Proactively address and complete urgent supply chain tasking (Purchase Requisitions integrity, Single/Sole Source Justifications, Supplier Statement of Work (SSOW), Purchase Order follow up
- Provide pertinent information to procurement in order to expedite ordering and receipt of parts to ensure continuous production
- Support FEOTB efforts (Red Team/Black Hats)
- Communicate program changes to procurement, planning, factories,
- Support supplier reviews – as needed
- Supplier Management: Participate in scheduled supplier engagements to ensure required performance is met
- Travel domestically to suppliers as needed
- Provide status by preparing and presenting slides and files during team tag-ups, daily/weekly program meetings, and monthly program & customer review
Qualifications You Must Have
- Typically requires a university degree or equivalent experience and minimum 8 years prior relevant experience, or an advanced degree in a related field and minimum 5 years’ experience
- Minimum 8 years’ experience in a supply chain role and/or program/project management
- Minimum 5 years’ experience working with suppliers
- U.S. citizenship is required, as only U.S. citizens are authorized to access information under this program/contract
Qualifications We Prefer
- Supply chain experience in the defense industry
- Experience as a Cost Account Manager for Material Estimate at Complete (EACs) and Material Forecasting
- Experience in Supply Chain Planning tools (i.e. SAP, Power Bi, Kinaxis RapidResponse)
- Experience using and creating pivot tables in Microsoft Excel
- Requires advanced to expert knowledge of work area typically obtained through advanced education combined with experience.
- May have broad knowledge of project management. Requires substantial knowledge of RTX projects, programs or systems in order to provide enhancements within job area.

The salary range for this role is 101,000 USD - 203,000 USD. The salary range provided is a good faith estimate representative of all experience levels.
