Job SummaryReporting to the National Manager, RPAS Operations the role is responsible for managing the RPAS Traffic Management operational team and providing key support to NAV CANADA ATS and Technology groups to effectively deliver air traffic services to RPAS Traffic. The Manager, RPAS Operations achieves these objectives through personal impact, cross-functional leadership, and the management of a staff of RPAS specialists (ATC and FSS).
The role requires collaboration with internal and external stakeholders to ensure goals are understood, aligned and progress is communicated.

In this role you will:
- Manage the RPAS Traffic Management (RTM) operational team.
- Develop and maintain RPAS related guidance and requirements.
- Plan and execute the learning curricula and content development related to RPAS.
- Coordinate and facilitate Safety Management related activities.
- Develop RTM guidance and process as they apply to other functional groups and internal stakeholders.
- Support investigation activities.
- Support ATS Service Delivery in the management of RPAS operations in Canadian airspace
- Coordinate international operations with ATS Units, other Air Navigation Service Providers, Transport Canada, and Department of National Defence.
- Facilitate regular communications with ATS units/flight information regions (FIR).
- Manage the RTM operational team customer support for RPAS pilots and operators.
- Manage the resource allocation and oversight of RTM technology projects.
- Coordinate the release of new and addended digital services.
- Responsible for supporting budgeting initiatives as they relate to the RPAS organization.
- Maintain strong engagement with the Transport Canada RPAS Task Force.
- Provide support to stakeholder working groups and action teams (Transport Canada, NAV CANADA, and Industry)
- Ensure regulatory guidance as it pertains to RPAS operations is included in company operational policies, procedures and standards and their interpretation.
What you bring:
- Bachelor’s degree in a field of Aviation, Aeronautical Science, or equivalent combination of education and experience.
- A minimum of 5 years of experience in service provision gained in RPAS services, Air Traffic Management, Aviation Industry, or related area.
- 3 years experience in supervising or managing staff
- Experience in providing strategic advice to senior management and external stakeholder community.
- Experience in building a collaborative network and working relationships with senior officials as well as with government departments and industry stakeholders.
- Experience in developing and managing documentation.
- Experience is customer support and stakeholder relations.
- Knowledge of Canadian RPAS regulations (CAR Part IX)
- Knowledge of international RPAS and RTM/UTM Standards and Recommended Practices and associated policies an asset
- Knowledge of Canadian Air Regulations, the movement and control of air traffic, of ATS rules, airspace structure and associated Transport Canada Regulations.
- Knowledge of the regulatory and procedural framework of the Canadian military, US FAA, and ICAO.
- Knowledge of project and program development/management techniques including planning, organizing and coordination.
- Knowledge of methods, techniques and practices involved in the development of policies, procedures, standards, guidelines, and business planning processes.
- Knowledge of process management/facilitation, change management, performance measurement and risk management theories, principles, and techniques.
- Awareness of the Canadian Aviation Regulations and Standards, the ICAO Convention on International Civil Aviation and Annexes (international standards), Civil Aviation Tribunal, international treaties and agreements on air transportation, Civil Air Navigation Services Commercialization Act, NAV CANADA Transfer Agreement, Canada-USA Treaty on Transportation, and bilateral arrangements, to contribute to the development and monitoring of standards and regulations.

Working Conditions:
- A hybrid office environment with exposure to frequent interruptions, inflexible/multiple deadlines and conflicting priorities, and exposure to glare from a computer monitor on a daily basis. Periodically travels to Regional Offices and field locations.
