Job SummarySpecific to aviation industry initiatives involving operations impacting higher airspace, commercial space operations, and Advanced Air Mobility (AAM), the Manager, Evolving Aviation Operations plans, organizes, and directs the development and maintenance of requirements for associated rules and procedures for use by ATS personnel in meeting the needs of national and foreign users of Canadian airspace including international airspace delegated to Canada.
Evolving Aviation Operations include:
- Higher Airspace Operations (HAO), including High Altitude Platform Systems (HAPS), Supersonic and Hypersonic flight operations and high-altitude balloon operations. These operations take place in airspace above the current levels used by conventional operators.
- Urban Air Mobility (UAM), a subset of Advanced Air Mobility (AAM) procedures development and integration.
- Commercial Space Operations (CSO).
The development of rules, standards, and procedures for these operations requires extensive coordination and clear understanding by all stakeholders. In addition, represents Canada’s commitment to the provision of service in international airspace.

In this role you will:
- Provide a leading role working within the global ICAO framework to organize ATS Standards resources for the development of global procedures for Evolving Aviation Operations that contribute to the completion of NAV CANADA strategic priorities.
- Manage safety activities associated with determination of collision risk estimate for Evolving Aviation Operation in Canadian Domestic Airspace (CDA) and in the Gander Ocean & Control Area (OCA) and liaison with Transport Canada.
- Liaise with ICAO, implementing states and organizations such as the FAA and Eurocontrol, and other external bodies on best practices for managing Evolving Aviation Operations.
- Manage the data gathering and analysis in support of Evolving Aviation Operations integration requirements and priorities setting with internal and external stakeholders.
- Plan, organize, and direct the development of Evolving Aviation Operations related system changes in the North Atlantic (NAT) Region that impact the Gander OCA through resource management of the contributory groups under the NAT System Planning Group (SPG).
- Support the development of airspace change proposals with a focus on Service Delivery activities.
- Provide expert advice, guidance, and recommendation on airspace separation, minima and procedures issues for Evolving Aviation Operations with respect to ICAO recommendations.
- Provide explanations to airspace users on how regulations and standards are expressed in published procedures.
- Lead and oversee execution of projects related to Evolving Aviation Operations integration and manage daily delivery of project teams.
What you bring:
Education:
- Successful completion of secondary school.
- Successful completion of an Air Traffic Control program recognized by NAV CANADA or Transport Canada is considered an asset for this role.
Experience:
- Minimum 5 years experience in Air Traffic Services or equivalent aviation experience.
- Experience in providing strategic advice to senior management and external stakeholder community.
- Experience in providing functional guidance and directly managing the daily activities.
- Experience in building a collaborative network and working relationships with senior officials as well as with government departments and industry stakeholders.
- Experience in project management.
Knowledge:
- In-depth technical and operational knowledge of air traffic management procedures, techniques, and equipment with particular focus on existing IFR separation standards and the integration of new procedures.
- Knowledge of the regulatory and procedural framework of the FAA and ICAO.
- Knowledge of emerging technologies and trends for New Entrants into aviation.
- Knowledge of project and program development/management techniques including planning, organizing, and coordination.
- Knowledge of methods, techniques, and practices involved in the development of policies, procedures, standards, guidelines, and business planning processes.
- Knowledge of process management/facilitation, change management, performance measurement, risk management theories, principles, and techniques.
- Knowledge of methods and techniques of information analysis and review to identify procedural requirements within a matrix organization.
- Knowledge of the mandate and roles of government departments where there is interface to comprehend and contribute to multi-disciplinary, technical discussions in relation to the provision of services in support of air navigation, and to provide strategic advice based on technical expertise and a knowledge of the Canadian environment.
- Knowledge of NAV CANADA safety management and risk assessment policies.

- For this position, based out of the Ottawa Head Office, NAV CANADA is recruiting top talent across Canada, and we are offering the flexibility for new team members to work remotely.
- This position requires frequent travel to ICAO HQ, ICAO Regional Offices and other locations as required, as aligned with the international nature of the portfolio, that may be represent several weeks per year.
