Role Introduction
Reports To: Head of Line Operations
This role is part of a professional team in our Flight Operations Department, which consists of flight crew and ground staff teams, both working to ensure the highest standards of operational efficiency and service. Safety is intrinsic to everything we do.
As the Flight Dispatch Manager, you will be responsible for planning, controlling, and managing the Flight Dispatch (FD) office, ensuring it provides legal, efficient, and cost-effective flight dispatch services, as well as the provision of Operational Flight Plan (OFP) services at Hong Kong and outports for CX and Customer Airlines flight crews.
Key Responsibilities
- Manage the Flight Dispatch office and NOTAM Desk.
- Monitor standards of OFP data, OFP generation and crew briefing.
- Point of contact with the HK Observatory to ensure that the provisioning of GRIB weather data meets with CX OFP requirements. Also in contact with relevant government departments on the provisioning of weather data, NOTAM information and ATS Flight plan production techniques so as to best meet CX requirements.
- Point of contact for out ports Dispatch to ensure CX flight planning requirements are met.
- Ensuring EDTO operations are planned and monitored to the standards agreed with the HKCAD.
- Maintain close liaison with relevant sections / departments that may impact the production of OFP and dispatch service.
- Authorize overtime and leave for all FD staff ensuring adequate staffing on all shifts to provide 24 hour coverage.
- Prepare FD’s annual budget for Head of Line Operations. Carry out specific duties and responsibilities delegated by Head of Line Operations.
- Recommend provision of equipment and supplies.
- Attend appropriate trade functions, maintain records and attend meetings.
- Evaluate staff training requirement and ensure through AM (DTS) that staff are adequately trained for the job. Evaluate staffing level for future needs. Recommend staff promotion, demotion and dismissal to Head of Line Operations.
- Handle correspondence related to FD and Customer Airlines.
Requirements
Knowledge
- Tertiary Education.
- Ability to interpret NOTAM and weather data.
- CAD / AA operational requirements, route costing, and other relevant commercial issues.
- Understanding of Minimum Equipment Lists (MEL) and application.
- Good knowledge of Flight Planning system operation, database administration and policy setting.
- Excellent command of English (written and spoken).
- FAA / ICAO Aircraft Dispatcher License is preferred.

Experience
- 10 years’ proven experience in Flight Operations.
- Good experience in project, change management, establishment of operational policies and procedure.
