The Director, Technology Infrastructure Services is responsible for leading a team of professionals, services and product vendors to plan, implement, maintain and support NAV CANADA’s Information Technology (IT) and Operational Technology (OT) Infrastructure. They will develop and maintain a long-term vision for the technical environments that are currently in production as well as recommend and oversee the development of implementation strategies to leverage new technology that will create value for the organization. The role will continually improve functionality, stability, security, performance and cost of ownership of the IT and OT infrastructures.Job Description

In this role you will:
- Oversee the design, procurement, and life cycle of support of all IT and OT technical infrastructure.
- All business and operational networks including all LAN, WAN, Wi-Fi and Satellite networks
- Corporate cyber security infrastructure
- All business and operational data centers
- All data back up systems
- All computing endpoints including client workstations and operational workstations
- Client computing services including M365 platform, identity and authentication services, software deployment and patch management
- National print services
- First level support provided by the National Service Desk
- The IT Field Operations teams located at each of the Area Controls Centres across the country supporting all facilities within the respective FIRs
- Establish the technology roadmap for the technical infrastructure aligning departmental strategy with the company&39;s business goals and regulatory requirements.
- Ensure systems, technology, equipment, and networks operate with high availability, resilience, and efficiency.
- Enforce cybersecurity strategies, policies, and frameworks that comply with NAV CANADA, ICAO, and other relevant regulations to protect critical ATC data and infrastructure.
- Oversee and sponsor of capital projects and be account‐able for ensuring the successful delivery of the portfolio of projects.
- Implement and manage disaster recovery and business continuity plans to mitigate risks and ensure uninterrupted operations.
- Maintain on-going communication and coordination with stakeholders.
- Establish and maintain strategic partnerships with technology vendors, ensuring cost-effective and high-quality service delivery.
- Build and lead high-performing teams, fostering a culture of collaboration, operational excellence, innovation, and accountability.
- Develop and manage budgets, ensuring efficient allocation of resources to technology initiatives.
- Establish key performance measurement framework for the technical infrastructure systems that provides insight on the performance of the function.
What you bring:
- Bachelor&39;s Degree in Computer Sciences, Engineering, Information Technology or equivalent
- 10 years or more of previous experience in a management role
- 5 years or more of managing a team of managers
- 5 years of previous experience in an Infrastructure related capacity
- Demonstrated delivery track record in a large, complex enterprise environment
- Ability to manage large, complex and material investment initiatives
- Experience in managing large vendor contracts and vendor relationships
- Experience building and leading large, multi-disciplinary teams.
- Experience working in high-performance, multi-stake‐holder teams.
- Accustomed to problem solving and working under tight timelines with multiple initiatives.
- Strong understanding of ATC technology systems, network infrastructure, and cybersecurity frameworks.
- Knowledge of IT service management (ITSM), cloud computing, AI, automation, and cybersecurity best practices.
- Knowledge of aviation safety management systems (SMS) and Canadian aviation regulatory compliance requirements.
- Knowledge of a range of Technology Management frameworks such as ISO (9001 and 14001), ITIL, CMMI, ED-109 etc.
- Knowledge of project management frameworks, methodologies, and processes.
- Knowledge and understanding of Air Navigation Services.
- Knowledge and understanding of ICAO and Canadian Aviation Regulations.
- Knowledge and understanding of collective bargaining, labour relations and employee relationships.
- Knowledge of Financial Management procedures and techniques to establish and manage Operating and Capital budgets.

Working Conditions:
- This position is based at the Ottawa TSC and is a hybrid position with a minimum – 3 days per week on site. However, effective this Fall (2025) there is a requirement of the employee to be in the office a minimum of 3 days per week.
