Role Introduction

Reports to: Cargo Dangerous Goods and Upstream Quality Manager

You will be part of the Cargo Service Delivery team at Cathay, based in Hong Kong. You will play a pivotal role in developing and maintaining policies, standards, and compliance programs for the safe handling of dangerous goods across our cargo operations.

You will ensure our operations meet international regulations and internal requirements, while supporting the opening of new ports and the implementation of innovative digital solutions for dangerous goods management.

In this role, you will collaborate closely with teams across Cargo, Airport Service Delivery, Flight Operations, IT, Procurement, and national aviation authorities. You will have the opportunity to influence industry safety standards, participate in working groups, and drive projects that enhance operational efficiency and safety. Your expertise will help shape the future of cargo safety, offering you exposure to cross-functional teamwork, regulatory engagement, and continuous professional development.

Key Responsibilities
  • Develop the policies, standards and compliance program for dangerous goods by referencing ICAO, IATA and governments’ regulations.
  • Manage the quality of the handling and operations of dangerous goods, ensure it compliance with the international regulations and international policies through port performance monitoring and inspections.
  • Provide guidance to the investigation on dangerous goods irregularities.
  • Assist in the opening of new dangerous goods ports and development of operation procedures for dangerous goods.
  • Apply and renew dangerous goods permit.
  • Support on dangerous goods operations; support passenger and crew handling teams on dangerous goods carried by passengers and crew members.
  • Participate in Hong Kong Carrier Liaison Group’s Dangerous Goods Working Group.
  • Review and update documents related to the handling of dangerous goods; develop and maintain the project related to the implementation of dangerous goods e-checklist, e-DGD and e-NOTOC for Hong Kong and then eventually for ports.
  • Promote cargo safety in the industry and the network.
  • Deputized for the Cargo Dangerous Goods and Upstream Quality Manager or Assistant Manager Cargo Upstream Quality as required.
Requirements

Education qualifications

  • Tertiary education qualifications or above.

Experience

  • Minimum of 5 years’ airline cargo industry experience with at least 3 years’ supervisory experience.

Job related knowledge

  • Sound cargo services and operations knowledge and familiar to international regulations (e.g. IATA Dangerous Goods Regulations).
  • Project management experience.
  • IATA Dangerous Goods Regulations qualified function 7.3 / HKCAD Competency-based Approach to Dangerous Goods Training & Assessment role f qualified.

Skill and language requirements

  • Self-motivated and possess the ability to lead and motivate cross-functional teams.
  • Polished communication and interpersonal skills, and able to interact with people at all levels with different cultural background.
  • Excellent business acumen with analytical, planning and problem solving skills.
  • Independent and detail-oriented; able to work under pressure and to tight deadlines.
  • Excellent command of both spoken and written English. Fluent Cantonese and Putonghua is an advantage; proficiency in MS Office applications (Word, Excel and PowerPoint).
