Supports and manages all purchased material for the NAREW/WISLA program. Coordinate activities of various Supply Chain disciplines by creating and participating in program level Supply Chain strategies and plans. Ensure the placement and receipt of all material requirements to meet those strategies and plans in support of program requirements including complete material management / ownership. This individual is the liaison between the program team and the Supply Chain organization and is responsible for the development, coordination and execution of all program’s specific material strategies, supply chain objectives, and enterprise objectives. Will represent Supply Chain to the Customer and Program Management. This individual may be responsible for multiple
programs, which will have numerous variations in responsibilities from simple to complex. This individual will manage all program proposal Supply Chain activities in support of strategic pursuits to enable success of each program.
Responsibilities include but are not limited to:
- Analyze and collect data on current awards and awards in pipeline to identify and capitalize on synergies at the operating and business unit
- Evaluate suppliers, addressing supplier capacity and/or production issues, and noting key performance indicators
- Achieve material sales goals (Inventory Receipts)
- Support on-time delivery performance of suppliers within programs of responsibility (Supplier OTD >98)
- Lead affordability, cost savings, and/or process improvement strategies
- Develop and implement tools for supply chain planning at the program level to aid in efficient execution of awarded programs including drafting and negotiating long term pricing agreements.
- Insert strategic supply chain tools at proposal stage to streamline execution at program award and capitalize on existing supplier relationships and supplier health
- Provide data on current supplier engagement, gaps, penetration, and evaluate risks
- Support strategic planning activities and establish near term tactics to bring longer term plans to fruition.
- Perform competitive analysis which will include identifying key trends, recent developments, competitive behaviors, and financial analysis
- Participate in make/buy process, capacity planning, and resource planning; product phase-in/phase-out, manufacturing ramp-up, product end-of-life management
- Coordinate and prepare program material financial forecasting and reporting, the Annual Operating Plan (AOP)
Basic Qualifications:
- This position emphasizes skills and experience. We will consider candidates who meet one of the following criteria: a bachelors degree with at least 8 years experience in supply chain or a closely related field; or a masters degree with 6 years’ of experience in supply chain or a closely related field or 4 additional years in lieu of a degree
- Proven experience using MS Office Suite and various MRP/ERP systems (SAP/Costpoint).
- Superior communication skills (written and verbal), leadership abilities, negotiation skills and the ability to team in a cross-functional environment are required to perform in this position.
- This individual must be a self-starter, capable of achieving organizational and program objectives, and able to interface with all levels of internal management, supplier management and the external customer
- Since the communication of information is a key component of this position, excellent presentation skills will be required to keep internal customers, suppliers, and the external customer informed.
- Proficient in the procurement process, including but not limited to price analysis, negotiations, policies, and procedures, including the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation (DFAR).
- Established track record of procuring complex systems and assemblies.
- Ability to interpret engineering, production, and quality requirements and establish Statements of Work, and or subcontracts.
- Ability to travel domestically and internationally
- Proficiency in MS Office Suite, specifically a high level of proficiency in Microsoft Excel (pivot tables, lookups, slicer tools, chart generation or VBA macros.)
- U.S citizen and ability to obtain US Government Secret clearance
Preferred Qualifications:
- Demonstrated experience in supply chain management on a major program.
- Strategic Sourcing experience including but not limited to creating and executing material strategies.
Salary Range: $108,400 - $162,000
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidates experience, education, skills and current spanet conditions.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
