Raytheon’s Advanced Airborne RF department is searching for a Department Leader. The Department Lead will report to the Systems Engineering Director and provide leadership to the engineering staff at five sites (Goleta, CA, Point Mugu, CA, El Segundo, CA, McKinney, TX and Fort Wayne, IN). As the Department Manager, you are responsible for the technical performance and career development of approximately 200 systems engineers. You will develop and staff the program leaders who perform the following roles: System/Product IPT Leaders, Lead Systems Engineers, System Architects, Chief Engineers. The DM has responsibility for department strategy, capability roadmaps, technology development, staffing, EACs, gate reviews, proposals and systems engineering execution of the full lifecycle of EW systems deliveries.
What You Will Do
Staffing of pursuits, IRADs, and programs with systems engineering expertise.
Champion, implement, and sustain engineering transformation initiatives (Agile, Model Based Systems Engineering - MBSE, R6S methods, metrics / reporting, etc.).
Ensure the highest quality, technical integrity, and efficiency of systems engineering work across the department; develop and maintain department plans, guidelines, best practices, and communications; maintain a product level capability roadmap and implementation strategy.
Provide guidance and direction to Section Leaders (SLs), Integrated Product Team Leads (IPTLs), technical Fellows and other Department leaders; oversee performance management; champion diversity and inclusion across the organization; develop & monitor a strategic workforce development plan.
Provide guidance to Systems Engineers and Section Leaders in proposal development as well as approving and/or coordination of proposal approvals.
Accountable for leading Systems Engineering in scope execution to assigned and agreed to scope within cost/schedule/performance budgets.
Frequent engagement with Program Managers, Program Area CEs, and mission area program directors as well as regular collaboration with other Systems Engineering functional leaders and the Software, Electrical, Mechanical, and Specialty engineering groups; ensure a robust functional matrix environment.
Serve as systems engineering spokesperson, with full accountability through proactive engagement in pursuits, independent reviews, gates, program reviews, and Estimate at Complete (EAC) reviews; communicate consistent and timely messaging throughout the department.
Guide System Engineers and Section Leaders in the development of proposals for the department. Approve / coordinate approval of bids for the department.
Accountable for leading System Engineering Department in executing assigned and agreed to scope within required cost/schedule/performance budgets.
Qualifications You Must Have
Typically requires a Bachelor’s in Science, Technology, Engineering, or Mathematics (STEM preferred) and a minimum of 12 years of prior experience in one or more of the following: architecting, designing, integrating Electronic Warfare/RADAR systems.
Experience in RF technologies and requirements development as well as prior leadership experience, (such as SE IPTL, Technical Director, Lead Systems Engineer, Section Manager, Chief Engineer, etc.).
Experience leading multi-disciplined engineering teams and developing/fostering talent.
Experience developing technology roadmaps and the strategies to implement them; developing and managing Technical Baselines throughout multiple phases of a program lifecycle.
Experience with the bidding process and proposal development; managing EVMS, IMS, &/or IMPs
Active and transferrable final U.S. government issued Secret security clearance is required prior to start date with the ability to obtain program access after start. US citizenship is required, as only U.S. citizens are eligible for a security clearance.
Qualifications We Prefer
Must be an excellent communicator, both written and verbal.
Experience with Agile development processes or methods.
Experience working on Integrated Product Teams or Programs.
Experience with Model-based Systems Engineering (MBSE).

The salary range for this role is 158,000 USD - 316,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
