We are looking for a Staff Engineer Systems at Northrop Grumman Defense Systems to work onsite in Huntsville, Alabama as the IBCS International Franchise Technical Release Lead.
The Technical Release Lead is a key position for the IBCS International Franchise effort. The Technical Release Lead will be responsible for ensuring that IBCS International Franchise pursuit technologies, including software, hardware, and technical data, are exported in compliance with all relevant export control laws and regulations. The international expansion of IBCS to multiple countries requires a senior technical leader that will work across the country capture teams.
Roles and Responsibilities:
The IBCS International Franchise Technical Release Lead’s responsibilities include, but are not limited to:
- Serving as the subject matter expert and IBCS International Franchise engineering authority for U.S. Government international technology release policy contributing to the capture strategy, specifically solution exportability for each focus country
- Submitting technical artifacts to the USG and Tri-service Committee (TSC) to obtain export approval for CSMR solutions
- Advocating for favorable export approval and identifying alternatives that address TSC concerns / issues / blockers for approval
- Collaborating with country pursuit Chief Engineers and Chief Architects to guide and direct the technical efforts from each country team to develop and refine the necessary technical artifacts in sufficient detail to support TSC processes
- Developing sufficient bench strength and depth across the IBCS International Franchise teams to achieve export approval for all focus countries and future international targets
- Collaborating with communications, division strategy directors, BD staff and campaign leaders to assist in deploying the global strategic goals and objectives
- Acting as advisor to management, peers and USG customers on technology export policy, and application for developed and proposed solutions and applications
The IBCS International Franchise Technical Release Lead must have the ability to analyze complex situations and develop effective solutions. Additionally, the IBCS International Franchise Technical Release Lead must monitor changes in export control laws and regulations and updates internal policies accordingly, to identify risks associated with international transactions and develop mitigation strategies. This position requires excellent verbal and written communication skills for interacting with various teams and stakeholders, including potentially drafting and presenting compliance policies and agreements.
Basic Qualifications:
- Bachelor’s degree in a STEM field with a minimum of 14 years of experience, A Master’s degree with a STEM field with a minimum of 12 years of experience or a PhD in STEM with a minimum of 9 years of experience.
- U.S. Citizenship and an Active DoD Secret clearance required. Must be able to maintain this level of clearance for continued employment.
- Experience in or knowledge of implementing export compliance policies on prototype or fielded systems
- Experience in or knowledge of preparing, submitting, and managing export license applications (e.g., DSP-5, DSP-73, TAA) and related agreements with government agencies.
- Experience collaborating and coordinating with cross-functional teams, to mitigate export risks, and communicating export release plans to USG stakeholders to obtain approval.
- Experience collaborating with technical teams to classify products, software, and technology under export control lists, as well as preparing, submitting, and managing export licenses and agreements.
- Three (3) years experience briefing USG stakeholders, and company Executive-level Management.
Preferred Qualifications:
- Master’s degree or PhD in STEM or technical management
- Domain expertise with the Integrated Air and Missile Defense Battle Command System (IBCS)
- Five (5) years experience classifying products, software, and technology according to export control lists (like the EAR and ITAR) and determining license requirements.
- Five (5) years experience preparing, submitting, and managing export license applications (e.g., DSP-5, DSP-73, TAA) and related agreements with government agencies.
- Current Top-Secret clearance, SAP access(es), and/or SCI access
Salary Range: $163,200.00 - $244,800.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidates experience, education, skills and current spanet conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
