Summary
The Proposal Chief Engineer is part of a small team of senior training development experts responsible for the design of complete end-to-end solutions for training systems used by defense forces and military organizations around the world. This design leverages CAE’s core simulation technologies along with best-in-class learning methodologies and tools.
The ISL ensures that the comprehensive integrated training solution delivers state-of-the-art, cost-effective training that is optimized to meet customer requirements throughout the entire life cycle of the training program. These solutions integrate the full-spectrum of the training continuum, from academic and simulation-based synthetic training up to a full live-virtual-constructive (LVC) environment that can support complex, immersive, mission rehearsal scenarios.
Leads efforts to analyze, design, and evaluate program training deliverables in accordance with Department of Defense (DoD) MIL-HDBK 29612, DoD Guidance, and applicable U.S. Naval Education and Training (NAVEDTRA) directives. Analyzes and designs integrated training solutions for Combat Aviation and Joint All Domain Command and Control (JADC2) programs with Subject Matter Expert (SME) input based on customer stated and derived training requirements. Develops Job/Duty Task Lists, Objective Hierarchies, Media Analyses, and Syllabi in collaboration with SMEs for U.S.
Department of Defense customers. Validates training task traceability between program requirements, tasks and associated learning objectives, and syllabus training events. Conducts ongoing evaluation of the effectiveness and efficiency of active training systems with targeted recommendations to continually improve program performance.
Essential Duties and Responsibilities

Analyze mission, job tasks, training tasks, learning objective and objective hierarchy, training method and media, and course syllabi requirements as well as gaps or inefficiencies within existing training systems
Develop/update Master Tasks Lists (MTLs), Master Training Tasks Lists (MTTL), learning objective hierarchies, training method and media reports, and course syllabi
Develop and deliver formal Training System Requirements Analysis (TSRA), Front-end Analysis (FEA), Training Needs Analysis (TNA), and training gap analysis reports to customers
Develop and review proposal and program learning materials, including but not limited to: selection of appropriate instructional methods, development of instructionally sound course objectives, design and development of realistic scenarios and case studies, and design and development of valid assessment tools
Develop and maintain data visualization using application like Cameo, DOMO, Power BI, and Microsoft Azure
Develop, prioritize, and meet deliverable budget, schedule, and scope milestones
Qualifications and Education Requirements
Minimum of (8) eight years professional experience in systematic approaches to aircrew training analysis, design, development, and/or operationalization for U.S. Navy
Must be able to calculate figures and amounts, identify positive/negative trends and correlation coefficients, determine statistical significance, and to model and interpret graphical data sets
