Next Generation Jammer (NGJ) is the next step in Electronic Attack Systems (EAS) needed to meet current and emerging electronic warfare threats, counter growing threat capabilities and capacity, and keep pace with the continuous expansion of the EAS mission area. We are seeking a Program Quality Engineer to work in our McKinney, TX location.
You will help implement and manage the Quality and Mission Assurance System and specific customer quality flow-down requirements throughout proposal and program lifecycles. You will maintain existing quality planning to administer customer and internal quality requirements to Raytheon program teams and the supply base. Additionally, you will support the NGJ Program Quality and Mission Assurance team, supporting and reporting to the Next Generation Jammer (NGJ) Program Quality and Mission Assurance Lead. You will be responsible for implementation of Engineering Change Proposals (ECPs), the product line, managing and coordinating between all design and build sites, as well as major and key suppliers. Additional responsibilities will be to ensure requirement and product compliance, timely implementation of the quality system, and customer expectations. You will be responsible for continuous improvement of processes (CORE) and implementation of Advanced Program Quality Planning (APQP) to support the current program contracts and future proposal activities.
This position is an onsite role in McKinney, TX.
What You Will Do:
- Implement Quality and Mission Assurance responsibilities as a member of the Next Generation Jammer (NGJ) Program Quality and Mission Assurance team.
- Ensure programmatic and technical risks are identified, contained, and managed throughout each phase of business pursuit and program implementation.
- Ensure Quality and Mission Assurance engagement in engineering development, design, and test requirements verification, including the transition of design to production.
- Assess Program/Product Quality performance and ensure thorough root cause and corrective action (RCCA) is implemented on the program, including leading investigations and cross-functional RCCA activities.
- Oversee program and higher-level Corrective Action Boards (CAB) as required.
- Lead multi-functional teams in problem resolution and continuous improvement activities with an emphasis on CORE, Lean practices and other critical-thinking improvement methods and resources.
- Participate in program Failure Review Boards (FRB) and review and resolve systemic Failure Review and Corrective Action System (FRACAS) items.
- Generate program quality flow down requirements as part of the Contract Quality Requirements (CQR) planning.
- Engage in Program Management Review (PMR) as required.
- Notify the customer of delivered Non-Conforming Material and guide internal investigation and disposition of GIDEP QMA actions.
- Support the generation and implementation of required Program/Product First Article Inspection (FAI) plans.
- Guide business and program performance utilizing predictive and proactive measures and metrics.
- Maintain positive relationships with program administration, cross-functional program key team members, suppliers, customers, and government representatives, including Defense Contract Management Agency (DCMA).
- Support AS9100 Internal, Corporate, and Certification Audits.
- Travel to Raytheon program facilities and customer locations.
Qualifications You Must Have:
- Typically requires a Bachelor’s Degree and a minimum of five (5) years of engineering experience in the following areas;
- Working experience in Quality, Engineering, Operations or Program Management
- Working experience in business strategic planning/proposal, Engineering development, production, test, product acceptance and/or post-delivery support
- Experience complying with Quality Management Systems AS9100
- The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.
Qualifications We Prefer:
- Active Secret Clearance.
- Experience with Raytheon Integrated Product Development System (IPDS)/gating, STAGES, or processes (nonrecurring/recurring activities)
- Experience in participating in risk & opportunity management, assessment, mitigation, and capture
- Experience in predictive and proactive measures and metrics assessments and developing actions to improve performance or mitigate problems
- Working experience in CORE processes or American Society for Quality (ASQ) or Certified Quality Engineer (CQE) Certification.
- Working experience in AS9145 (Advanced Product Quality Planning (APQP) & Production Part Approval Process (PPAP)).
- Working knowledge of Raytheon Corrective Action System (RCAS), or a demonstrated close- loop corrective action system
- Experience using written/verbal presentation skills.
- Experience developing solutions to complex problems.
- Working experience with Industry and Government Quality and Mission Assurance requirements and standards.

Additional Information:
Onsite: Employees who are working in Onsite roles will work primarily onsite. This includes all production and maintenance employees, as they are essential to the development of our products.

The salary range for this role is 86,800 USD - 165,200 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
