The Tactical Surveillance Mission Platforms (TSMP) Operating Unit has an immediate need for a Consulting Chief Engineer to lead and develop a portfolio of next generation maritime RF sensor systems and mission solutions.

What Youll Get To Do:

The Consulting Chief Engineer has technical authority across all engineering disciplines (systems/hardware/software/ support/integration and test) and leads the engineering teams managing the technical performance of the products/programs satisfying the allocated cost and schedule requirements. The Chief Engineer will be overseeing and advising multiple program teams and in some cases may be the primary technical point-of-contact to the customer.   The OU Chief Engineering will also serve as the technical advisor to the OU Director. More details below:

Roles and Responsibilities:

  • Ensures that the programs are adhering to sound engineering processes in the development, production, test and sustainment products for our customers and is compliant with company policy, procedures, and quality standards
  • Maintains cognizance over technical activities within programs Integrated Product Teams (IPTs) and ensure horizontal integration of the best engineering practices across the company
  • The Chief Engineer is expected to mentor other Chief Engineers, SEIT Leads as well as Senior IPT leaders as part of this position
  • The Chief Engineer will support a variety of sustainment, development and large production programs that have risks with established or state-of-the-art processes in risk assessment and burn down of mitigation steps
  • Maintaining knowledge of current and developing technologies and developing strategies for their insertion into both legacy and next-generation sensors
  • Guiding system implementation approaches for operational concepts
  • Leading / overseeing technical work products developed by the larger engineering teams, supporting design reviews and integration and test activities as needed
  • Support the design and development of sensor system architectures; Hardware/software design oversight
  • Verification and validation test activities
  • Performing functional analysis, timeline analysis, detailed trade studies, requirements allocation, and interface definition studies to translate customer requirements into hardware and software specifications
  • Performing key systems engineering elements to meet a given program’s requirements
  • Responsibility for close customer cooperation to ensure that requirements meet customer expectations
  • Providing presentations to customers and senior management, with tailored material based on the audience
  • In addition, the ideal candidate has recent experience in maritime mission CONOPS for RF sensor development and manufacturing
  • Lead and direct cross-functional engineering teams during proposal, design, manufacturing, and delivery phases of products in development, production and sustainment phases
  • Support proposal development and new program acquisition efforts
  • Interpret statements of work assigned by program leadership
  • Interface with the program offices and functional departments to secure team staffing required to execute
  • Work with suppliers and be able to articulate project requirements
  • Brief internal and customer leadership on progress of work assigned

Basic Qualifications:

  • Bachelor’s degree with a minimum of 16 years of related experience, a Master’s degree with a minimum of 14 years of related experience or a PhD with a minimum of 12 years of related experience in Electrical Engineering, Computer Engineering, Computer Science, Applied Physics, Applied Mathematics, or related technical fields. An additional 4 years of experience may be considered in lieu of a degree.
  • U.S Citizenship with a minimum of a current/active interim Secret clearance. (Must be able to obtain and maintain a secret level clearance for continued employment.)
  • Must be able to obtain and maintain SAP access(es)
  • Experience in systems development, integration, and test
  • Experience leading technical teams
  • Understanding of DoD systems engineering requirements
  • Knowledge of earned value management
  • Willingness to work on-site full-time in a program area
  • Ability and willingness to travel up to 10

Preferred Qualifications:

  • Knowledge of Radar Systems and Architecture.  Experience in Air to surface radar modes such as MMTI, GMTI, SAR, ISAR, Dismount MTI or similar.
  • Demonstrated analytical thinking, problem solving skills, and creativity
  • Domain expertise in defense electronic systems and RF systems (7+ years)
  • Prior leadership experience in Chief Engineer role or equivalent (5+ years)
  • Full life cycle experience developing, integrating, and deploying maritime RF systems
  • Ability to monitor hardware and software design teams with critical insight to know when the teams are not on path to successful implementation and then be able help steer the team to a successful solution
  • Knowledge of model-based systems engineering principles and practice
  • Excellent decision making and communication (written and oral) skills
  • Team players with a strong work ethic and initiative to perform in a cross functional team
  • Current/active Secret, Top Secret clearance, SAP access(es), and/or SCI access
Salary Range: $197,500 - $296,300
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidates experience, education, skills and current spanet conditions.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
