Serves as a Mangement and Program Analyst supporting the Business Operations Support Branch (AXH-410) and serving as a key member of the Office of Hazardous Materials Safety (AXH) Administrative Team.
Duties
FV-H DUTIES:
Performs multiple and varying assignments by managing and supporting the various business functions under the limited direction of a manager, project manager, team leader, or more experienced professional. Acts as an individual
contributor and/or member of the AXH Administrative team and may perform some leadership functions for small projects/programs or other work activities.
Performs business related support functions, including funds certification pertaining to procurements, purchases (including purchase card and fleet card transactions), travel and other business functions; program asset planning; may serve as Government-Owned Vehicle (GOV) fleet delegate for the Office. Maintains accounting records and analyzes funds and expenditures under the limited direction of the lead program and management analyst. Utilizes appropriate databases (e.g. PRISM, REGIS, Microsoft Access, Microsoft Excel, etc.) to track expenditures and certify funds available for expenditures; utilizes a variety of automated tools (e.g. SPIRE, Knowledge Sharing Network, USBank, PRISM, REGIS, etc.) to complete work assignments.
Performs a full range of administrative functions, including travel review, time and attendance, Labor Distribution Reporting (LDR), management information systems and procurement, records management, management of the AXH government cars, and POC for space management.
Applies experience and advanced knowledge of the AXH and acquisition processes to comply with the requirements and regulation of the Agency, DOT, and Federal government (including the Treasury Department, Office of Management and Budget (OMB), General Accounting Office (GAO), and Congress). Responsible for interpreting DOT and OMB guidance.
Resolves most problems and work issues without the assistance of a manager, project/program manager, team leader, or more experienced professional. Refers to managers and professionals who are more experienced problems that require their attention. May help them develop and recommend solutions. Work is reviewed periodically, typically at major milestones and at completion, for policy compliance and alignment with the requirements of projects and/or other work activities.
FV-I DUTIES:
Performs multiple, varying, and complex assignments under the minimal direction of a manager. The primary functions of this position are to participate in the conduct of studies, surveys, qualitative and quantitative analyses. Researches and supports strategic domestic and international hazardous materials goals and objectives involving all elements of the hazardous materials transport within the aviation industry.
Prepares and supports management in the development of budget material for internal management review and decision-making. Communicates with other organizations to ensure completeness and conformance with policy and practices. Provides support to management personnel for best utilization and reprogramming of financial resources during the current year. Provides assistance in the planning, formulation and presentation of future years budgets for review by managers and other top-level officials.
Supports analyses, studies and surveys directed to improve quality, effectiveness and efficiency of business methods, procedures, and processes. Supports areas of possible improvement, researches and analyzes relevant facts, and assists in the development of conclusions.
Resolves most problems and work issues without the assistance of a manager or more experienced professional. Develops and recommends approaches to address current and anticipated problems and issues. Works with management or more experienced professional to solve problems. Work is typically reviewed through status reports and at project completion to ensure policy compliance and alignment with requirements. Work typically impacts directly on the objectives of one or more organizational units.
