Airway Transportation System Specialist (Staff)
Job Description:

This position is in various Flight Ops Teams and Staff Groups in multiple directorates within Flight Program Operations (AJF). Incumbent is responsible for AJF mission activities and executing flight inspection itineraries, as well as conducting critical event response, transportation and research, development, test, and evaluation support flight missions.

Duties Help

Serves as a Mission Specialist in FAA aircraft, as a crewmember during flight tests to gather data and evaluate new technologies, systems, or aircraft design changes. Supports critical event response and transportation missions for the Department of Transportation, Federal Aviation Administration, National Transportation Safety Board (NTSB), Federal Emergency Management Agency (FEMA), and other Federal agencies. Ensures the safety of passengers, crewmembers, cargo, and aircraft.

Develops and coordinates of 14 CFR part 135 regulatory training documents, flight inspection training and evaluation documents, regulatory policy documents, and fight inspection policy documents. Conducts training and evaluation of pilots. Applies experience and expert technical knowledge of highly complex and challenging technical activities associated with the development and methods of enhancing the efficiency of systems through application of existing or emerging technology and applied technology, system interrelationships, concepts, integral to the operation of the NAS, military operations, and international systems and operations required to identify and resolve complex issues that often cross organizational boundaries.

Defines, organizes, and assigns crewmember resources to accomplish objectives. Allocates assigned crewmember resources to accomplish large work activities within established schedules. Provides technical direction and oversight to assigned crew. Plans, organizes, coordinates, integrates, and directs crewmember efforts. Assures production and accuracy requirements of crewmembers. Provides advice, counsel, and instruction to crew members during missions. Provides on-the-job training to crewmembers, as well as reports to the supervisor on work accomplishments, training needs, and disciplinary issues involving crewmembers. Provides information or makes suggestions, as requested by the supervisor, concerning promotions, reassignments, recognition and awards, and personnel needs of crewmembers; resolves informal complaints, and suggests ways to improve productivity or increase the quality of work
performed by the crew.

Initiates required Notices to Airmen where safety of flight or other urgent reasons dictate based on knowledge, experience, and independent judgment. Coordinates activity with responsible Air Traffic facility, National Flight Data Center, or corresponding military organization. Ensures all necessary documentation required in connection with flight program missions is accurate and completed in a timely manner.

Resolves technical problems and/or performs an evaluation of proposed changes in flight inspection programs. Provides integrated system and sub-system engineering and testing support to regional, national, military, and international organizations, as requested. Represents the FAA as a senior technical authority for major projects and programs. Works independently. Has broad discretion to ensure alignment with organizational objectives and policies. Engages key stakeholders in performing facility, site, and enterprise assessments to improve avoidance, response, and recovery of air traffic operations and services.

Work directly supports the objectives of the agency and the safe and continual operation of the NAS. Frequency of review is commensurate with the complexity and visibility of the assignment. Work activities directly affect the objectives of the FAA, the Air Traffic Organization, the operation of the NAS, foreign governments, and the domestic and international aerospace industries. Conducts aircraft operations in compliance with applicable 14 CFR parts, and other established policies, standards, and procedures. Work directly affects the safety of the NAS and flying public.

Works independently and exercises broad discretion to ensure that program goals and objectives are met. Position requires substantial travel and availability on weekends and evenings.

Qualifications

To qualify for this position at the FV-J (GS/FG-14) level, applicants must have at least 52 weeks of Specialized Experience equivalent to the FV-I (GS/FG-13) level that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of this position.

SPECIALIZED EXPERIENCE includes

- Experience in a flight program (e.g. Flight Program Operations) and its missions including flight inspection, critical event response, transportation, and research, development, test, and evaluation.

- Experience that demonstrates extensive knowledge of and experience in technology, system interrelationships, and management of civilian or military automated aviation, navigation, and electronics systems.

- Experience with flight operations to ensure the safe and efficient movement of aircraft from one point to another.

AND

In addition to the minimum qualifications, the following has been determined to be a Selective Placement Factor for this position. This means possession of this criterion is part of the minimum qualifications and is essential to perform the duties and responsibilities of this position. Applicants who do not possess this criterion are ineligible for further consideration.

SELECTIVE PLACEMENT FACTOR (SPF): To qualify, applicants must possess the following:

- Airway Transportation Systems Specialist Credential, issued by Flight Program Operations

- Class III Medical Certificate
